Wearing shoes during Tawaf
One can
perform circumambulation in shoes or without. According to several narrations,
any footwear that does not cover the ankle can be worn while encircling the
Kaaba. If an individual uses shoes, they should be light and comfortable for
walking in Tawaf and Sa’i rituals. If his shoes are clean, he can perform these
rituals while wearing shoes.
According to
many scholars, if the shoes are clean, one can wear them while they perform

Ihram, and shoes.

The pilgrim in Ihram is permitted to wear several kinds of footwear. They
can be broadly divided into three categories:
This type of footwear, which covers the ankles for men but is relaxed for women, is not acceptable for pilgrims in Ihram. According to Islamic belief, the Prophet (PBUH) ordered pilgrims to avoid such shoes in Ihram.
The sandal is a shoe with a sole that fits the size of the foot but leaves the ankles, tops, and heels uncovered. It is not improper in any way (when in Ihram) to wear it It is recommended to wear sandals in Ihram, as it is the Sunnah of the Messenger Muhammad (PBUH).
There is disagreement among scholars on whether a shoe covers the heel, toes, and top of the foot. However, it does not cover the ankles and may be worn while wearing Ihram clothing. There is also disagreement over whether it resembles khuffs (leather slippers) or a sandal. Some scholars believe that since it covers the majority of the foot, it should be regarded as a khuff and is, therefore, prohibited.
Others think that since it does not cover the ankles, it is acceptable
and falls within the same legal definition as sandals. The majority of scholars
agree that covering the foot with anything is not allowed. Even if it does not
cover the ankles, such as shoes that completely cover the front toes or heels
or the top of the foot.
